The game still runs on W7, but may have glitches.
JC4 was officially supported for Windows 7 until 2020.04.20 when they changed it to Windows 10 only. It likely runs normally, since older disk copies of the full game work fine. 
We don't know if anyone has tried an older disk copy of the demo. There are reports that games of a similar era do not necessarily run on Windows 10.
JC1 demo compatibility with Windows 10 needs further confirmation. Xbox One has backward compatibility for JC1. The Xbox 360 Just Cause 2 can be played on Xbox One thanks to backwards compatibility. The PS4 will have very limited PS2 backwards compatibility in the near future for a select few games that will be specifically remade and sold as downloads, or something. 
JC1 has not been officially released for PS3, but the PS3 is reported to have an emulator that allows PS2 JC to run. Those console items above that are marked with the * are available on that console due to backwards compatibility. Just Cause Demo and Just Cause 2 Demo are both free to download!
